Abstract

Consent is an exceptional measure to certify public transaction, where the deal is allocated and granted to a single contracting customer without resorting to the formality of competition; therefore, it is considered a different exception from RFP which is general rule in the certification of public transaction, and this is what we find in previous regulation concerning public transaction. Consent has been defined as the direct agreement as the procedure of allocating a deal to one contractor trader without competitive suit to complete. It is also a system that allows the administration to agree directly with the contractor without resorting to the method of bidding, it can be simple and consensual form after consultation.
